For me, a Pico Day animation should not be in celebration of Pico, the old mascot of the page, but rather it should be a celebration of the page.
To make a website celebration you need to think that it represents this community.
People who did important things in NG? (Like Tom Fulp, Krinkels, Dan Paladin, Swain and many others)
Animation Characters (Tankmen, Madness, Salad Fingers, Eddsword...),
Art Characters (Cassete Girl), Videogames Characters (Pico's School, Henry Sticmin, Fancy Pants Adventures, Friday Night Funkin...) that became known and were born on the page?
It's your choice what and who to include and how you fence to do it as putting a story in which they come together to fight a greater evil or to kill each other.
